March 1998 - Present

March 1998 Constitution and Bylaws for the current organizational structure approved by the CAHPERD Membership
June, 2003- May, 2005 Kathy Scott was appointed Parliamentarian and discovered that the Constitution and Bylaws were not functioning in an effective and satisfactory manner. For at least the first five years of the new structure it was necessary to “suspend the Bylaws” (due to lack of a quorum) in order to conduct business.
Spring 2004  Task Force appointed to evaluate the Constitution and Bylaws with regard to timelines and functionality. Chair: Kathy Scott
May/June 2004 Request to the general membership through an article in the CAHPERD Journal asking for information and ideas to help direct the actions of the Task Force. Four general questions were asked and members were asked to respond:
  • What are the strengths of the current structure and how could they possibly be enhanced or improved?
  • What, in the current structure, is not working as well as it could and how would you suggest modifying it or improving it?
  • What components of the current structure are not working and why? Should they be eliminated and if so, what would you propose as an alternative?
  • Is there a different structure that might better serve the Association and if so, what are the details?
Number of responses: Zero; Task force never meets
March 2006 Kathy Scott presents a written report to the Board of the Directors detailing problems and issues with the current structure.
June, 2006 The Board of Directors approved the appointment of Robin Reese as Chair of the Governance and Structure Committee. President Keith Johannes charged the Committee with the task of reviewing our current structure and making recommendations for needed change. 
June, 2006 Robin Reese sent out an electronic request for feedback regarding “what’s not working” with the current structure. Responses were received from Kathy Scott, Parliamentarian; Cliff Denby, Past District Coordinator for North Central District; Gil Bagaman, Past District Coordinator for Bay District; and Quentin Christian, Executive Director.
June 10, 2006 The Governance and Structure Committee meets for the first time in Sacramento with all the District Coordinators to:
  • Identify and discuss problems
  • Identify “structure” as separate from “governance” or “operations”
  • Create structures that might be more efficient and effective for CAHPERD..

Aug 15, 2007
Committee meets six times for 6-hour plus meetings to agree on a proposed structure.
Septr 6, 2007 Robin Reese presents Draft Proposal 101 to the Board of Directors to solicit feedback.
Sept7, 2007 Kathy Scott presents Draft Proposal 101 to the House of Delegates to solicit feedback.
Nov 10, 2007 The committee meets to discuss feedback and questions generated at the September meetings. The committee revises the proposal to create Draft Proposal 102.
December 8, 2007 Rock Braithwaite, Kathy Scott and Dianne Wilson-Graham present Draft Proposal 102 at a combined meeting of the Board of Directors and House of Delegates.
January 27, 2008 Committee meets to plan presentation of Draft Proposal 102 to the general membership of the Association.
